House of Customs Authority
The House of Customs Authority is the primary (only?) citywide enforcement agency in Andorith; other enforcement is carried out at the neighborhood level under Andorith's decentralized barriocratic system. It is the duty of agency officers to report and confiscate dangerous extraplanar goods. The administative division also regulates planar hybridizations. Agents have search and seizure powers in most jurisdictions. They also have the right to detain suspects.
THoCA is given more leeway than most might expect for a customs agency. However, their regimented manner of handling customs infractions is predicable, and peaceful resolutions are preferred. While the majority of Andorith residents support the existence of the agency, tHoCA is known for its authoritarianism. They have a "nothing gets past us" ethos.
Agents
THoCA makes an effort to recruit agents from every neighborhood for presence, visibility, and buy in. When recruits become agents, however, they legally become part of the customs neighborhood (or port neighborhood??)(Do agents continue to live in their home agencies but in legal terms are subject to the port barriocracy??). Wear their clothes, rep their neighborhood??.
Some Andorith families are known to serve as customs agents across multiple generations. The Kidwell family of infamous fruit stand operator Karoda Kidwell is one such family.
Locations
THoCA enforcement headquarters are located in The Docks at what once was Andorith's first immigrant inspection station. An administrative headquarters has been opened between Embassy Row to the east of Market Street and The Sand, and small tHoCA stations now exist in each neighborhood. THoCa also maintains a hidden warehouse, colloquially called The Customs' Freezers, in Jotenheim the Everlasting. They are also sponsors of the Greenhorn Ice Arena.
The ancient bell tower atop the Docks' headquarters is well-maintained by the Department of Public Works. Its resounding tone is unique and easily identifiable.
Relationship with The Dimmer Gang
The Dimmer Gang is an Andorith-based criminal organization active primarily in the UnderDim and Night Market. The Dimmer Gang moves any goods they receive, legal or not. While the Dimmer Gang has always operated outside of the law, they have recently been allowed by the Black Chamber of the Commerce Guild to open an official permanent stall in the Great Market. This is widely seen as a slap to tHoCa's authority and has caused tension between them and the Black Chamber of the Commerce Guild.
THoCA believes the Dimmer Gang is responsible for the dangerous trans-dimensional rift in Carokole Plaza.
Curfew Controversy
An urban legend panic has recently caused tHoCA to enact curfew for minors in Prime Market. While this has decreased teen rowdiness in Andorith, it has increased teen hooliganism in Quarina, causing tension between Andorith and its closest neighbor.
