The House of Customs Authority is the primary (only?) citywide enforcement agency in Andorith; other enforcement is carried out at the neighborhood level under Andorith's decentralized [[Barriocratic System|barriocratic system]]. Agents have search and seizure powers in most jurisdictions. They also have the right to detain suspects.

While the Dimmer Gang has always operated outside of the law, they have recently been allowed by the [[Black Chamber of the Commerce Guild]] to open an official permanent stall in the [[Great Market]]. This is widely seen as a slap to tHoCa's authority and has caused tension between them and the [[Black Chamber of the Commerce Guild]].
