The House of Custom's Authority (often referred to in its abbreviated form as tHoCA) is known for being authoritarian and concerned with safety. They have a "nothing gets past us" ethos.

The formal headquarters of the custom agency. Given way more leeway than someone would expect for a customs agency. They have an old, loud belltower on top. When the bell rings you know its from customs. A specific sound. Makes an effort to recruit agents from every neighborhood for presence, visibility, and buy in. Regimented way of dealing with customs infractions. Predictable. Always give a chance to resolve peacefully. When you join its like joining a mystical order. You become legally part of a different neighborhood, the customs neighborhood. Wear their clothes, rep their neighborhood. Lots of embassies clustered in this area.
The duty of a tHoCa agent is to report and confiscate dangerous extraplanar goods. They have search and seizure powers in most jurisdictions.
Relationship with The Dimmer Gang
The Dimmer Gang is an Andorith-based criminal organization active primarily in the UnderDim and Night Market. The Dimmer Gang moves any goods they receive, legal or not. While the Dimmer Gang has always operated outside of the law, they have recently been allowed by the Black Chamber of the Commerce Guild to open an official permanent stall in the Great Market. This is widely seen as a slap to tHoCa's authority and has caused tension between them and the Black Chamber of the Commerce Guild.
THoCA believes the Dimmer Gang is responsible for the dangerous trans-dimensional rift in Carokole Plaza.
Curfew Controversy
An urban legend panic has recently caused tHoCA to enact curfew for minors in Prime Market. While this has decreased teen rowdiness in Andorith, it has increased teen hooliganism in Quarina, causing tension between Andorith and its closest neighbor.
