Persistent Gyre

About 300 years ago a hurrican was threatening the bay, so a cabal of wizards tried to collapse the hurricane into a harmless storm. Instead the hurrican was condensed into a few hundred meter, powerful gyre, that persists to this day. About a kilometer out.
