As everyone made contact and tried to communicate, culminating when they accidentally slammed all wizard union halls together to create this building. Open at very strange hours. Its mad overcrowded, as one building housing many dimensions Union Halls. Really crammed in. Meant to be the place you practice big magics, but its too small, so many illegally do outside it. There's a rose garden right next to the tower that technically belongs to the royal family. At the top of the tower is a LOUD announcement gong for the hours you can hear far away from it. The Night Market operates by the tick of this gong."
